This public bundle does not ship internal ceremony steps or private operational checklists.

Use these public surfaces instead:

- `/.well-known/mvg-trust.prod.json`
- `/trust/site-release/`
- `/trust/transparency/`
- `/public_verify_site_release_v50_4.py`

Interpretation rule:

- If a required signature, witness, or anchor is missing or unverifiable, treat the state as **HOLD**.
- The canonical public workflow is evidence -> boundary -> decision.
