What the verifier checks
- ZIP sha256 + bytes (deterministic fingerprint)
- DSSE signatures (Ed25519) for the private receipt
- Contents manifest (`diligence_pack_manifest.json`) for file‑level integrity
- Blinded commitment: sha256(pack_sha256 || nonce)
- Optional: inclusion in an append‑only public commitment log + signed head
- Optional: reviewer/org countersign + ticket binding (JIRA/ServiceNow) for internal approvals
